Problem facing out-going and in-coming governors
Budget woes will

The biggest thing that is facing in-coming Governor Bob McDonnell is the same one that Governor Kaine has to deal with on his way out.
As the transition to the McDonnell administration starts to take shape, Governor Kaine said the state is still facing cash flow problems.
“I suspect that the challenge I have in writing the out-going budget, and then the challenge that the in-coming governor and legislature have in kind of dealing with the budget and making tough choices, you know, will be a tough one right from the start.” Kaine said Wednesday in Richmond.
Kaine said he is going to work with McDonnell's transition team and the legislature on budget matters.
